WHAT IT IS
Economic Agency Formation™ is the developmental process through which individuals, families, communities, and institutions cultivate the identity, values, knowledge, relationships, and capacities required to create, steward, preserve, direct, transfer, and regenerate value across generations.

It is not a standalone program, curriculum, or intervention. It is the formation foundation that makes workforce development, entrepreneurship, financial tools, ownership opportunities, and institutional investment more durable.

Education matters. Employment matters. Entrepreneurship matters. Ownership matters. But participation alone does not consistently convert into lasting assets, institutional control, or generational continuity. EAF focuses on the developmental capacity that makes conversion possible.

Economic Agency Formation™ grew from a research-to-practice arc. BWWA began convening Black women around economic questions in 2014, published Minnesota’s first report dedicated specifically to Black women’s economic status in 2016, spent the next decade building and testing direct responses, and formally named the deeper formation process in 2026.
